To install, simply download the file, extract it, and copy it to your Fallout New Vegas/Data directory, then open FalloutNVLauncher, click on "Data Files", and enable the mod. I don't know if the same would happen in New Vegas, but here's a mod for those who experience that problem, or who simply prefer not to use the console command. Oh, and yes, I am aware that you can open the console command and type "tav carryweight 1000000" to get the same effect as this mod, but when I installed a lot of mods into my copy of Skyrim, the increased weight only lasts until I load a saved game, so I had to type the command every time I played Skyrim. This mod increases your carryweight to 1000000 (one million), so you should be able to hoard whatever you like from the beginning till the end of the game. Problem is, your carry weight is limited, so very soon, you'll be overencumbered. I have only experienced one version of a carryweight glitch in vanilla. Check your mod loadout for possible troublemakers.
